BACKGROUND

The project ‘BB Peer Reviews and Trainings’ builds on the need for mutual learning between the BB countries. The BB Peer Reviews and Trainings are dedicated to specific topics in social welfare. The mutual learning events provide answers to countries’ needs related to the better coping with the health and social consequences of COVID-19 and to fighting poverty, especially for vulnerable groups. The BB Peer Reviews and Trainings project pursues three priority strategic goals:

Training on ageing & long-term care to the Ministry of Social Policy of Ukraine

The European Centre provided a training on ‘Ageing and long-term care’ to the government officials from the Ministry of Social Policy of Ukraine working on improving long-term care policies and developing social services for older people with care and support needs. Read more here.

Training on financing social services for the Ministry of Labour and Social Policy of the Republic of North Macedonia

The European Centre team provided a training on ‘Financing social services’ for the Ministry of Labour and Social Policy of the Republic of North Macedonia. Besides the nature of social services and funding, the team gave specific input on funding long-term care services, governing prices, quality and provider organisations in long-term care. 1st BB Peer Review on integrated policy approach applied in Kosovo for vulnerable groups of society

The European Centre organised the BB Peer Review ‘The integrated policy approach applied for vulnerable groups of society with the Active Inclusion Integration Platform (AIIP) of Kosovo’ that acted as a host country and four peer country delegations shared their experiences about ongoing reforms linked to integrated case management to support vulnerable groups. Read more here.

2nd BB Peer Review on the design of the social assistance benefit in Moldova

The Ministry of Labour and Social Protection of the Republic of Moldova and the European Centre organised the online BB Peer Review on ‘The design of the social assistance benefit in Moldova’. BB ministries and public authorities discussed Moldova’s approach towards minimum income guarantee and its attempts to improve social assistance targeting for the most vulnerable groups of society. 3rd BB Policy Review on monitoring & evaluation of social protection programmes

The Ministry of Labour and Social Affairs of the Republic of Armenia and the European Centre hosted the online Policy Review ‘Monitoring and evaluation (M&E) of social protection programmes’. Representatives from various ministries presented their national architectures for monitoring and evaluation in social protection. Read more here.

4th BB Peer Review on the deinstitutionalisation of children and persons with disabilities

The Ministry of Labour and Social Protection of the Republic of North Macedonia and the European Centre hosted the online Peer Review ‘Deinstitutionalisation of children and persons with disabilities’. Representatives from ministries of the BB countries, and other stakeholders discussed experiences and challenges of transitioning children and persons with disabilities from institutional to community-based settings. 5th BB Policy Review on gender equality and care for relatives

The European Centre organised the 2nd BB Policy Review on ‘Gender equality and care for relatives’ on 05 and 06 June 2023. Around 40 representatives registered from ministries and public bodies from Albania, Armenia, Azerbaijan, Georgia, Kosovo, Moldova, and Ukraine. Read more here.

Training for the Armenian Ministry of Labour and Social Affairs

The team of the European Centre provided an online training on ‘Quality assurance in delivering social services – from commissioning to monitoring performance’ to the Ministry of Labour and Social Affairs of Armenia. Public authorities exchanged and discussed about how to define quality of delivering social services and organise quality management systems for services that support persons with disabilities, older people with care needs and children. 6th BB Policy Review on policy measures to mitigate the impact of the cost-of-living crisis on vulnerable groups

The European Centre organised the 6th (and last) BB policy review in social welfare on 07 and 08 November 2023 on Policy measures to mitigate the impact of the cost-of-living crisis on vulnerable groups. Around 35 representatives registered from ministries and public bodies from Albania, Armenia, Azerbaijan, Georgia, Kosovo, Moldova, and Ukraine. Excellent expert inputs were provided by UNFPA, Eurofound, the Slovakian Institute for Labour and Family Research as well as the Montenegrin Institute for Strategic Studies and Prognosis. Read here.

Training for the Ministry of Labour and Social Protection Moldova

The team of the European Centre, Kai Leichsenring and Magdi Birtha, provided an online training on ‘Innovation in long-term care and quality assurance in delivering social services ’ to the Ministry of Labour and Social Protection of Moldova, on 15 and 16 November 2023. Around 35 officials from the Moldovan Ministry and public authorities from regional and local levels exchanged and discussed about how to develop long-term care through innovative services and how to define quality of delivering social services and organise quality management systems for services that support persons with disabilities and older people with care needs. Read here.

Hands-on pilot

The pilot scrutinized how the partnership principle was implemented in the Bridge Building (BB) countries of the European Centre. It was an unique attempt to gather insights on corresponding practices applied by BB partners. The report can be downloaded here. With the support of the European Centre, recommendations were drawn for action in the BB countries. The hands-on pilot was implemented to support the sustainability of knowledge transfer beyond the activities in the context of peer reviews and training with the final aim of the implementation of the policies in the context of national strategies.
