Highlights of the BB Peer Review: Fighting undeclared work in the BB countries

From 5-6 December 2024, the Ministry of Finance, Labour, and Transfers of the Republic of Kosovo hosted an insightful peer review dedicated to addressing the challenge of undeclared work in the Western Balkans and Eastern Partnership. Peers from Albania, Armenia, and Moldova—representing Ministries, Labour Inspectorates, and Tax Administrations—came together to exchange ideas and best practices.

The peer review highlighted several key themes:

  • Raising awareness among employers and employees through targeted campaigns.
  • Using digital tools to enhance enforcement of labour laws and tax compliance.
  • Strengthening cooperation across institutions.
  • Legislative changes aimed at addressing legal loopholes identified during inspections.
  • Building institutional capacities to sustain efforts in fighting undeclared work.

The discussions also drew from valuable experiences shared by the Financial Administration of Slovenia, Norwegian Labour and Welfare Administration, International Labour Organization, and the European Centre.
