Public Consultation: The new MIPAA/Regional Implementation Strategy

We are pleased to invite you to participate in the public consultation on the zero draft of the new Regional Implementation Strategy (RIS) of the Madrid International Plan of Action on Ageing (MIPAA). The new RIS is scheduled for adoption in September 2027 at the UNECE Ministerial Conference on Ageing. The RIS provides the regional policy framework for implementing MIPAA across the UNECE region. The current revision aims to ensure that the strategy reflects changing demographic realities, lessons learned from implementation, and current policy priorities.

The Zero Draft has been informed by a regional engagement process conducted in 2025, contributions from national and international stakeholders, and consultations with experts from international organisations. Stakeholders, including civil society organisations, organisations of older persons, academic and research institutions, and professional associations, are now invited to review the Zero Draft and submit their comments by 30 September 2026.

We would like to particularly highlight the importance of commenting on the gaps and emerging issues. Please keep in mind that the revised RIS is intended to shape ageing policies in the UNECE Region over the next decade.

The submissions by civil society and the research community will also inform the Joint Declaration of civil society and the research community. A draft of this Joint Declaration will be available by spring 2027 and will again be distributed among stakeholder organisations for comments and amendments before being presented at the Joint Forum of Civil Society and the Research Community. The Joint Forum will take place on the day preceding the UNECE Ministerial Conference in September 2027.
