Building Decentralized Learning Synergies to Support Literacy Policies for People with Low Skills and Socially Vulnerable Groups in South-Eastern Europe by Zarifis

This chapter provides an in-depth look on the socio-economic reasons behind low participation rates in adult literacy programs in south-eastern Europe with some country examples. The author argues that despite the unfavorable socio-economic conditions and the lack of state support, many countries in the region are showing signs of resurgence particularly through the development of learning partnerships at local and regional levels.
